520 _aThis paper reports on the evolution of problems with, and farmers' responses to, state disengagement in two different areas in the Middle Valley of the Senegal River. In the first case disengagement took place abruptly, while in the second case disengagement process was accompanied by institutional support to farmer organizations. From a comparison of the two cases, important lessons can be drawn concerning the process of IMT and state disengagement and the financial and economic viability of IMT in a setting of dramatic liberalization and privatization policies. The paper also explores farmers' responses to IMT and state disengagement in a context where irrigation development could only have occured as a result of state investment in irrigation infrastructure
