Crop varieties are produced through plant breeding. The only way to ensure that the right varieties are ready when needed is sustained investment in plant breeding. The only comprehensive data set on investment in plant breeding in the U.S. is the l996 publication by Iowa state University in cooperation with CsREEs, "National Plant Breeding study I. Human and Financial Resources Devoted to Plant Breeding Research and Development in the United states in 1994" (K.J .Frey). This report is still the most recent data set available. It is not known how well the 1994 data reflect current investment.
