Yet they typically provide little planning, personnel, or budget for systematically and effectively reporting and disseminating results. Instead, "Communication is often looked upon as a peripheral activity, a sort of luxury that is nice to indulge in if you can afford if but not something as important as agricultural research" (Fraser, 1985)
