The ecological diversity of upland conditions and the complexity of the problems faced by upland farmers support the need for a methodology that can be used for both problem identification and land use planning. In Thailand and estimated 8 million people live deignated as "Forest Reserve Lands" (Rusdhatakul, 1993). Population pressure and land shortage in the lowlands of the country, particularly in the Northern Region, have resulted in migration of people to the uplands and highlands of the region (Rimwanich, 1991). The pressure on the land and the lack of tenurial rights have led to an unsustainable land use where short term objetives such as cash income generation are priorized over sustaible use of the resources in the long term.
