It is based on empirical evidence from Miryalguda, an administrative unit (taluka) of Andhra Pradesh. The taluka is situated in the command area of Nagajunasagar Irrigation Project (NSP) on the River Krishna. A part of the area, however, remains dry. Changes brought about by the irrigation project can be examined because data are available from a study of the same region conducted 10 years earlier.
