In the first case disengagement took place abruptly, while in the second case disengagement process was accompanied by institutional support to farmer organizations. From a comparison of the two cases, important lessons can be drawn concerning the process of IMT and state disengagement and the financial and economic viability of IMT in a setting of dramatic liberalization and privatization policies. The paper also explores farmers' responses to IMT and state disengagement in a context where irrigation development could only have occured as a result of state investment in irrigation infrastructure ER -
