The criteria used to compare the price support and input subsidy approaches were: (1) total cost to the government; (2) total social benefit and cost of the programmes; (3) distribution of benefits; and (4) foreign exchange saving. The input subsidy programme was found to be more appropriate when considering total cost to the government, total social benefit and cost of the programmes and distribution of benefits.
