Abstract only
1. Current status of the agricultural economy in Georgia, being the result of imperfect and frequently changing legislation, absence of fair competition as at the domestic so at foreign markets, neglecting of scientific recommendations, ignorance of the modern achievements of science and technologies, etc., have the negative impact as on the development of agriculture in whole, so on grain and seed production. 2. According to statistics during 2000-2003, in average 640.2 thousand tons of grain was produced in Georgia annually, equaling the average production of 1988-1990. This production level is not sufficient for the satisfaction of domestic demand, so the annual import of 50.6 million USD worth grain and flour is necessary. During the above mentioned period by Program of Grain Production was proposed increase in grain production up to 1160 - 1180 tons. However these prospects are feasible neither at the moment nor in the near future without the appropriate reform of agricultural economy. 3. The analysis of the basic parameters of economic efficiency of cereal seed production, in particular, dynamics and structuring of arable land, output of industrial production, average hectare yield, the cost of production, labor efficiency show that the incompetent seed production management is one of the most serious problems of the Georgian agriculture. 4. As a result of incorrect implementation of agricultural reform almost all specialized seed- production economies deteriorated. Those, which survived and work in current situation, are small- scale enterprises. Such external factors as increase of the prices on fuel and lubricants, fertilizers, insecticides and pesticides, transportation expenses have considerable effect on the growth of the costs of seed production. 5. As seed production is a comer stone for the development of other branches of agricultural economy the role of government becomes more and more important in the management and establishment of the efficient practice of seed production
