It raises concerns about how lack of a comprehensive devolution policy for the irrigation subsector can discourage farmers from investing in the long-term sustainability of their irrigation schemes. More attention is needed toward using the transfer process to create local management self-reliance and ensuring that needed support systems for local management are in place prior to implementation of irrigation management transfer programs
