The book presents the proceedings of a workshop that was held on the Malaysian island of Langkawi in October 1992. The aim of the meeting was to bring together senior policymakers and practioners concerned with irrigated agriculture in Indonesia, Malaysia, the Philippines and Thailand, and to map out a vision of the likely future of irrigation in the region, in order to identify the new pressures that management systems should anticipate to respond to. The meeting was part of a four-year program of dialogue and training in these four countries, conducted jointly by DSE and IIMI. This volume collects together the country papers describing the present national situations, keynote papers on certain problem areas, and statements of visions and of routes towards achieving those visions, generated during the Workshop
