Extract: A model is presented to assess the effects of changes in agricultural target prices, support prices, diversion payments and eligibility requirements on farmer's production decisions. Hypothesis tests are constructed to test the statistical significance of various policy and economic variables. The central features of this paper are: 1) complete incorporation of the past and current program offerings into the farmer's objective function, and 2) the use of Zellner's seemingly unrelated regression (SUR) model to estimate the aggregate acreage and yield responses for wheat, feed grains and soybeans.
