The Policy Analysis Matrix (PAM) is used which is composed of two sets of identities. One of the sets defines competitiveness and efficiency and the other measures the policy effects on the production cost and producer's income. The state was divided into two agricultural regions: Mexicali Valley and Ensenada Coast. Twenty-one crops were studied which were grouped: a) coarse grains, forage and oilseeds; and b) fruits and fresh vegetables.
