The problem of choosing allocation rules and assessing their errors of mis-allocation is formulated in general terms. An inequality connecting the average apparent, the optimum, and the average actual error is established. The distributions of the actual and apparent errors are considered in some special cases. The estimation of the average actual error is also considered.
