Costs and benefits are studied of information in policy decision-making. A conceptual framework for quantifying the costs and benefits of policy research has been developed. A case study of Food Security and Nutrition Monitoring in Malawi is presented illustrating the approach. Methodological issues are discussed and the results are outlined
