Extract: This paper is a case study of the development of the agricultural system of the Punjab. It examines data for evidence of underinvestment in agricultural research and attempts to explain the political and economic forces that affect investment and allocation of resources. Rates of return to research expenditure of more than 30 percent in the Punjab reflect continuing underinvestment in agricultural research.
