Summary, etc. The government role in irrigated agriculture in New Zealand has evolved from government control over the design, construction, and operation of irrigation schemes to private parties. The primary rationale for transfer of ownership was to improve the efficiency of their operation and to reduce costs to the government. Between 1988-90, 49 government-owned irrigation schemes in New Zealand were sold to private irrigators. The sale took place against a backdrop of wider economic reform and the elimination of agricultural subsidies. While the sales did not produce significant revenue there was a major reduction in government liabilities. Private irrigators
