Large-scale farmer-managed irrigation systems have been functioning in Japan since the 17th century and are managed by stratified water user associations with village-level water user groups at the terminal-canal level, intermediate water user associations representing a number of village-level groups at the main-canal level and an association responsible for overall management and conflict resolution for the entire system. Many countries that wish to privatize larger irrigation systems, or develop jointly managed irrigation systems, are particularly interested in the creation of active federated irrigation
